According to German Law which passed on October 2014, all German Universities are not allowed to charge any tuition fee for undergraduate studies. This law is valid for both local German students as well as for international students, who want to study in German universities.
In some states of Germany, some universities charge ‘Semester Contribution Fee’ and some universities also charge ‘Admission Fees’. As I earlier mention that some universities, so, it means that only few universities in some states of Germany charge these fees.
[Semester contribution fee is the fee for your expenses as a student in University and outside the University. So, after paying this fee university will provide a semester ticket to you, with this semester ticket you can travel free on all types of public transports within you state. Usually this semester ticket valid for 6 months (one semester). Universities also provide you free access of public libraries with this Semester contribution fee. For masters program the scenario is little bit different. Mostly masters programs in Germany have fees. But these fees are not too much high as compare to other countries like England, America, Canada and Australia. All the German universities have reasonable pricing structure for Masters Programs.
Further, same like graduation, Doctoral studies are also absolutely free in German Universities. PhD students are only required to pay a little amount of tuition fee after the end of six semesters. These students also need to pay semester contribution fee (about semester contribution fee I explained earlier).
Note: Mostly German universities charge semester fees to provide their students semester ticket on which students can travel on public transport free. If you don’t want to use this service then you can refuse to take semester ticket. Majority of the students prefer to take this semester ticket because normally travelling on public transport is very expensive. But with semester ticket you can travel just by paying half amount of the total.
